Chief Financial Officer (CFO)

Job Purpose:

  • To develop and oversee the implementation of the Financial processes and systems.
  • The job is also responsible for ensuring the effective financial management of the company in line with PFMA and Treasury Regulations

 

Job Specification:

  • Develop the financial strategy and give input into the organisational strategy.
  • Develop and implement a fundraising strategy to raise additional funding together with the Marketing and Production Department.
  • Manage financial management of the company to develop, implement and maintain the financial systems.
  • Manage Supply Chain of the company to comply with Treasury regulations.
  • 5Manage Financial Compliance of the company in line with Treasury Regulations.
  • Manage the internal controls of the company to manage the risks of the company.
  • Manage the Finance Staff

 

Key Performance Indicators (KPI’s)

  • Provide strategic guidance and advise to the various departments on the specific programs and targets.
  • Ensure that the budget is aligned to the above-mentioned programmes.
  • Provides input into the broader strategy of the company on financial matters.
  • Provide guidance to the CFO on the financial implications on budgets.
  • Identify sources of additional funding.
  • Engage with Treasury and Department of Arts & Culture (DAC).
  • Complete and submit the necessary documentation to motivate the additional funding.
  • Build and maintain relationships with key stakeholders.
  • Develop policies and procedures and systems to maximize efficiency and productivity of the Financial Department.
  • Ensure the reviewing of the monthly financial report, budgets and financial statements, prepared by the Finance Manager.
  • Coordinate the budgeting process with all the HOD’s.
  • Conduct Due Diligence on the accuracy of the payroll system:
  • Review salaries.
  • Provide input into increases.
  • Oversee the implementation of systems and procedures that maximize productivity through smooth documentation flow.
  • Review the financials and conduct due diligence on outstanding monies owed to and by the company
  • Prevent unauthorized, irregular, fruitless and wasteful expenditure and losses.
  • Review monthly reports and financial analysis highlighting actual vs budget expenditures for departments in line with the PFMA.
  • Oversee the preparation and audit of the financial statements.
  • Review reconciliations and sign off on balance sheet reconciliations.
  • Coordinate Annual Budget process:
  • Ensure allocations are received from Treasury.
  • Coordinate management input into how the budget is to be spent in terms of programmes and operational budget.
  • Compile the annual budget and submit to the CEO for approval.
  • Present the final budget to the Council.
  • On approval, submit the budget the Department of Arts and Culture and National Treasury.
  • Communicate the approved budget to the departments.
  • Monitor departmental spend and address any variances.
  • Manage financial management activities within the allocated time frame and in accordance with policies and procedures.
  • Review and approval of all procurement undertaken by the SCM Manager.
  • Authorize the process of procurement.
  • Approve services providers and Service Level Agreements/ Contractual Agreements in accordance with the Treasury guidelines.
  • Authorize all levels of expenditure in procurement.
  • Review and conduct due diligence on all the SCM reports and Supplier Database.
  • Ensure compliance with all relevant legislation.
  • Manage the preparation of the annual report.
  • Guide the relevant Departments on the information required for the annual report and facilitate the process of preparing for the annual report.
  • Manage the External Audit Process.
  • Review the AFS for accuracy and compliance.
  • Ensure that the financial statements are submitted and approved by the Audit Committee and Council.
  • Liaison with Auditors on findings and queries.
  • Establish and maintain a risk management system.
  • Implement and maintain a risk register.
  • Manage the safe guarding of company assets.
  • Manage the annual risk assessment process and the internal audit carried out.
  • Develop and implement financial control systems as recommended by Internal Audit.
  • Formulate and maintain systems and policies that will ensure effective and efficient financial management of the company resources.

Qualifications & Experience:

  • Post Graduate degree in Finances or related required.
  • 5-8 years relevant financial experience in the Public Sector.
  • Extensive knowledge of PFMA, Treasury Regulations, GRAP standards and PPPFA
