Role Overview:

Job Title: Health, Safety & Environmental (HSE) Officer (Sole Administrator / Structured Multi-Site) 

Industry Sector: Fast-Moving Consumer Goods (FMCG) Manufacturing & Logistics 

Location: Kempton Park (Based at main manufacturing plant, with planned weekly travel to a nearby local satellite site) 

Reports to: Technical Manager 

Primary Purpose of the Role:

Position requires a highly organized, completely hands-on HSE Officer to take full, end-to-end ownership of our health, safety, and environmental portfolio. In this role, you are the entire department. There is no administrative backup. You will spend the majority of your week managing the high-speed machinery risks, waste streams, and digital compliance tracking at our main FMCG manufacturing plant. Additionally, you will provide critical safety oversight at our nearby satellite facility. This satellite site is unstaffed; you will coordinate with one other mobile staff member to travel there during specific loading and offloading windows, which are planned and scheduled a week in advance, allowing you to structure your time efficiently.

Key Responsibilities & Focus Areas:

1. Multi-Site Digital System Management:

Personally design, build, and populate a centralized, cloud-based digital safety file and legal register covering both facilities.

Act as the sole gatekeeper of this system, ensuring that any compliance document, training certificate, or permit for either site can be pulled up in under two minutes during an audit. 

Maintain clear, digital tracking dashboards so management always has instant visibility of safety and waste metrics across both locations.

2. Dual-Site Floor-Level Risk Management & Scheduled Oversight:

Primary FMCG Plant: Manage the daily high-speed manufacturing hazards, machinery risks, and floor safety. Physically integrate daily safety checks into the factory’s visual management and 6S floor routines.

Satellite Facility (Planned Weekly): Review the advance logistics schedule and coordinate with the other mobile staff member to be physically present at the satellite site during designated loading/offloading windows. Oversee heavy vehicle safety, securing of loads, and safe material handling. 

Personally lead and document every single incident or near-miss investigation across both sites using Lean tools like the 5 Whys.

3. Hands-On Waste Management & Environmental Compliance:

Physically monitor and manage our manufacturing waste streams at the main plant, ensuring hazardous, general, and recyclable materials are properly separated at the source. 

Take full ownership of our third-party waste vendors, tracking every single shipment and personally indexing all Safe Disposal Certificates (Waste Manifests) to keep both sites fully compliant with NEMWA. 

Constantly look for practical ways on the factory floor to reduce raw material scrap and packaging waste.

4. Administering Training, Appointments & COID:

Organize and manage our on-site statutory structures, ensuring all SHE Representatives, First Aiders, and Fire Marshals are trained and legally appointed.

Own and update the digital training matrix, proactively identifying upcoming certificate expirations and scheduling training before lapses occur. 

Personally handle the entire administrative process for injury-on-duty (IOD) claims across both sites, submitting all Annexure 1 and W.Cl.2 files directly to the Compensation Commissioner online within 24 hours.

Qualifications & Experience:

Education:

A National Diploma or Degree in Safety Management, Environmental Health, or a related field.

Certifications: SAMTRAC or NEBOSH certificates.

Experience: 2 to 5 years of hands-on experience on an FMCG production floor. 

Logistics & Risk Awareness:  Practical understanding of warehouse safety, heavy vehicle loading/offloading protocols, and safe material handling. 

Time Management & Planning: Proven ability to look ahead at operational schedules, plan your own week, and balance tasks across two sites without supervision. 

Tech-Savviness: Exceptional digital organization skills. Must be able to manage digital files and update trackers seamlessly so both sites stay perfectly compliant and audit-ready.
